Rebuilding Tenant Voice in Wales

On 11 December 2024, Foundational Alliance Wales hosted a Voice and Agency Zoom session focused on shaping a stronger, more independent National Tenants Voice.
A clear message came through: “Nothing about us without us.”
Participants agreed that tenant involvement must move beyond traditional engagement and towards co-production, where tenants help set priorities, shape structures, and influence decisions that affect their homes and communities.
Key themes included the need for an independent, tenant-led voice, clear and accessible communication, and meaningful tenant involvement in major national issues such as retrofit, building safety, rents, and new housing developments. Tenants’ lived experience was recognised as essential and currently underrepresented in these conversations.
The session also highlighted the importance of flexibility, transparency, and secure resourcing, alongside collaboration with existing organisations and wider citizen-led movements.
Next steps include convening a group of tenant “Voice Pioneers” in January to co-produce the way forward and identify priority actions.
